Import Licences / Taxes

Import licences are required for parcels valued at more than 1,000 Mexican pesos and gifts should not be sent unless the sender is assured that the addressee has obtained an import permit, if required, and is willing to pay the customs duties and other charges involved.

Importation of the following items must, however, be covered by import licence:

Wine or other alcoholic drinks; plastic articles; waste paper or cardboard; other waste or raw materials used in the manufacture of paper; food supplements.

Postal items containing merchandise with a declared value of over 50 USD will be subject to the payment of import taxes as determined by the customs authority.

InvoicesTwo copies of the commercial invoice duly translated into Spanish to be inserted in parcels. Addressees will be fined if these documents are missing.
Gift ParcelsGifts are not granted any special privileges or exemptions and are subject to normal duties and other charges. Any parcels received without an invoice will be returned to the sender to avoid having to impose fine on the addressee.
PackingStraw hats and similar articles are accepted only if packed in strong wooden or metal cases.

  • Confiscation of the entire article;

Customs Duty

The maximum value for customs duty exemption on goods imported into Moldova in international postal items are as follows:

  1. B2C – business-to-consumer: 200 EUR
  2. B2B – business-to-business: 100 EUR
  3. C2C – consumer-to-consumer:
    1. 430 EUR for items sent by airmail
    2. 300 EUR for items sent by surface mail
  4. C2B – consumer-to-business: 100 EUR

These values represent the actual value of the goods, and do not include the transport or insurance costs, nor the loading, unloading or transhipment fees of those goods.

Inherited goods originating from abroad are allowed into Moldova, free of customs duty, if certificates are received from foreign consulates as regards the right of inheritance and the composition of the legacy. Documents issued by foreign authorities or public bodies should be stamp by a consul of Moldova.

Articles or parts of articles sent to Moldova for repairs or replacement are admitted free of customs duty, if a written declaration from the sender is inserted in the parcel.

Import Permits and InvoicesPostal articles sent to state institutions and cooperatives, containing items of commercial value are admitted subject to an import permit issued by the Ministry for Foreign Trade of Moldova. Invoices must accompany postal articles with a commercial value, which are delivered on presentation of the appropriate import permits and payment of customs duty.

Restrictions apply to the importation of - Copies of plans; fruit; gold, silver, platinum, jewellery and precious stones; meat products; patent medicines and drugs; plants, parts of plants and seeds; radio and telephone apparatus; sporting weapons.

Postal items for Montenegro addressed to natural persons of Montenegro or foreign nationality may contain personal travel articles, articles for personal use and for the use of members of a family (medicines and medical instruments, teaching material and leisure material) and articles for the use of their household in quantities not intended for resale. Such articles shall be imported against payment of Customs duty and other fees.

Items inherited abroad as well as articles provided for in contracts concluded between States may be freely imported in accordance with such contracts.

Items addressed to natural persons of Montenegro or foreign nationality, the total equivalent value of which in Euros does not exceed US$30, are exempted from Customs duty; items the total equivalent value of which exceed US$30 do not enjoy this privilege.

Natural persons of Montenegro nationality exercising a profession are entitled to import articles serving to exercise that profession (equipment, reproduction material and spare parts); importation will be subject to special conditions.

The sender is required to show clearly on the Customs declaration the special entitlement to import items containing articles imported under special conditions and regulations Failing this, the addressee will be required to produce proof before delivery."

The importation of coffee in items addressed to private persons is restricted to 5 kg per item. Parcels containing more than 5 kg of coffee will be immediately returned to origin at sender's expense.

The importation of most classes of goods is subject to the production of an import licence and senders are advised to confirm before posting that a licence, if required, has been obtained by the addressee.
