Prohibitions¹	All live animals except bees and leeches; all kind of weapons, their components, ammunition, explosives and other analogous articles, as well as special chemical products and devices for their usage; narcotics and psychotropic substances, as well as devices for their usage; any item of pornographic character; raw materials of animal origin; plant products; hyacinth bulbs, carnation and chrysanthemum seedlings and cutting, seeds of leguminous plants, seeds of weeds subject to quarantine; currency notes, coins, bank notes and other valuable articles. Pharmaceutical products of any kind sent to private individuals living in Latvia.
Restrictions¹	Products of animal (with the exception of canned food) are allowed to be sent when a certificate of veterinary service is enclosed. For sending canned food, no certificate is necessary. Flora products allowed if accompanied by a phytosanitary certificate. Pharmaceutical products may only be sent to a manufacturer of pharmaceutical products, a medical wholesaler or an accredited representative of the foreign producer of medicines in Latvia. Items addressed to such businesses must be accompanied by a quality certificate by the producer of the medicine and documents containing the following information: release date of medicine; name, presentation and certificate of guarantee of the medicine; serial number and quantity of each medicine; information on the medicine supplier (sender)(name and address); information on the medicine manufacturer; country of origin of the medicine; intended recipient of the medicine (name and address); selling price of the medicine to be paid by recipient; registration number of the medicine (from the European Medicine Evaluation Agency).
Customs Duty	Private individuals are exempt from payment of customs duty on goods or other articles contained in international postal items of which the importation into Latvia is not prohibited or restricted, if their customs value does not exceed 50 lats (LVL). Moreover, postal items must not contain more than three articles or objects of the same type. This restriction of quantity does not apply if their total customs value does not exceed 15 LVL. For the goods listed below, maximum duty-free quantities are as follows: foodstuffs: maximum value 15 LVL; strong alcoholic drinks: 1 litre, or one unit not exceeding 3 litres in its original packaging; tobacco products: 200 cigarettes, 20 cigars or 200g of tobacco.
Address	All postal items must bear complete name and address of addressees. To facilitate customs clearance and delivery, it is desirable to include the addressee's fixed-line or mobile telephone number, if available, on the address labels and customs declaration forms of trackable items (small packets, registered items, EMS items and parcels). Addressees can be alerted, in particular via SMS or other means of notification that their items are due to be delivered or are ready for collection.

LEBANON

Maximum Weight	Limit for Air Parcels - 10 kg.
Import Licence	With certain exceptions, saleable goods may be imported without an import licence.
Certification of Invoices	With certain exceptions, dutiable goods which have no commercial character and not exceeding £500 (Lebanese) in value, and those of a commercial character not exceeding £50 (Lebanese) in value for any one consignment, may be imported without a certified commercial invoice. The concession does not apply to goods for which an import licence is required or to pharmaceutical products or to consignments where Customs duty exceeds £35 (Lebanese).

LESOTHO (Kingdom of)

Restrictions¹	Narcotics and psychotropic substances for medical purposes are admitted subject to a permit issued by the Ministry of Health; live animals are admitted subject to a permit issued by the Ministry of Agriculture. Wheat, peas, beans, sunflower seed, maize and maize products and vegetables are also admissible subject to a permit issued by the Ministry of Agriculture; liquor is admitted subject to a permit issued by the Liquor Commission.
Invoices	Invoices must be inserted in commercial parcels.
Import Permit	The addressee must produce an import permit before taking delivery of an item containing articles for which an import permit is required. Licences are not required in respect of bona fide gift parcels not exceeding $37 in value, nor 5 kg in weight.
Wharfage Dues	Wharfage dues may be levied on the parcels at the time of delivery

Invoices	An invoice, certified by a Liberian Consul, is required for every parcel or consignment of parcels posted at the same time by one sender to one addressee. The invoice may be enclosed in a parcel or sent separately to the addressee. A note, stating which course is followed, should be made on the customs declarations.
Packing	Parcels of which the contents are liable to be affected by damp should be enclosed in waterproof covers.
Delivery	It is advisable to inform the addressee of details of the despatch of parcels.

Invoices	Every parcel containing goods for sale must be accompanied by an invoice, and by a duplicate invoice dated and signed by the sender.
Import Licences	Import licences are required for many classes of goods and senders are advised to confirm before posting a parcel that the necessary licence has been obtained by the addressee. Licences are not required in respect of parcels not exceeding $37 in value.

LITHUANIA (Republic of)

Prohibitions¹	Articles prohibited from conveyance by post from or to Lithuania Local and foreign currency, except quantities imported and exported by the National Bank of Lithuania and its institutions. All private individuals and legal entities in Lithuania may send legal tender coins and commemorative coins and collections thereof. Securities (according to the list confirmed by the Ministry of Finance). Travellers' cheques (it is forbidden to send them in ordinary postal items). Scrap and waste from precious metals and from precious stones. Radioactive materials and radioactive waste. Narcotics and psychotropic substances. Other articles (goods) whose import or export is prohibited by Lithuanian law.
Restrictions¹	Articles prohibited from conveyance in postal items from or to Lithuania without authorization (conditions for admission) Category B, C and D firearms, ammunition, various categories of collectors' firearms, parts thereof, police ammunition, special surveillance and security equipment, crime-fighting instruments (equipment), civilian pyrotechnic articles. Such articles may only be sent with authorisation from the Police Department of the Ministry of Home Affairs. Objects of cultural value, works of art, antiques. Such articles may be sent with a permit from the Ministry of Culture's Department for the Protection of Objects of Cultural Value. Precious metals and jewels, articles made thereof (a certificate of quality and a permit from the Hallmark Inspection Service are obligatory, except for private individuals who may send precious metals and jewels weighing no more than 25 grammes in total). Wild animals, alive or dead, easily recognizable parts or products thereof (hunting and fishing trophies), eggs, fish eggs, furskins (processed or otherwise), stuffed animals, other articles, products and preparations belonging to zoological collections. Such articles may only be exported with authorization from the Ministry of Environmental Protection and/or the Public Food and Veterinary Service (according to jurisdiction). Products of animal origin and raw materials. Such articles may be exported or imported according to the instructions of the Public Food and Veterinary Service. Plants, vegetable products and other articles which may contain dangerous organisms if authorized by the Plant Protection Service. Waste for export, import or transit to Lithuania is permitted with authorization from the relevant body and in accordance with the rules laid down by the Ministry for Environmental Protection. Articles that may be imported by private individuals subject to restrictions (see the following codes in the nomenclature of the Harmonized Commodity Description and Coding System – 2003 version) 1 litre of alcoholic liquors (codes 22.04–2206.00, 22.08). 50 cigarettes or 10 cigars, or 50 grammes of smoking tobacco (codes 24.02, 2403.91.00, 2403.99.90). 50 grammes of perfume or 0.25 litres of eau de toilette (codes 33.01–33.07). 1 kilogramme of coffee (code 18.06). 0.5 kilogrammes of chocolate or other food products containing cocoa (code 19.06). 1 kilogramme of sugar (codes 17.01, 1702.30, 1702.40, 1702.90). 25 grammes of jewellery (total quantity of precious metals, precious stones and fine pearls) (codes 71.13–71.16). Ordinary and registered letters must only contain private written messages, documents, receipts, invoices, accounts and private photographs. All small packets are to be sent as registered items.

Customs Duty	Inherited goods originating from abroad are allowed into the country, free of customs duty, if certificates are received from foreign consulates as regards the right of inheritance and the composition of the legacy. Documents issued by foreign authorities or public bodies should be stamp by a consul of Lithuania. Articles or parts of articles sent to Lithuania for repairs or replacement are admitted free of customs duty, if a written declaration from the sender is inserted in the parcel. Parcels with a value not exceeding 400 LTR are exempt from customs import duty. A 10% tax is levied on parcels with a value greater than 400 LTR but less than 3000 LTR. Other charges (for example, VAT, excise duties) are calculated on the basis of the rates in effect. Customs import duty and other charges calculated on the basis of the parcel's entire value are collected on parcels with a value greater than 3000 LTR. In addition to the relevant copies of customs declaration forms required as at above, corresponding invoices are to be attached to these parcels.
Import Permits and Invoices	Postal articles sent to state institutions and cooperatives, containing items of commercial value are admitted subject to an import permit issued by the Ministry for Foreign Trade of Lithuania. Invoices must accompany postal articles with a commercial value, which are delivered on presentation of the appropriate import permits and payment of customs duty.

LUXEMBOURG
