Restrictions1 | Products of animal (with the exception of canned food) are allowed to be sent when a certificate of veterinary service is enclosed. For sending canned food, no certificate is necessary. Flora products allowed if accompanied by a phytosanitary certificate. Pharmaceutical products may only be sent to a manufacturer of pharmaceutical products, a medical wholesaler or an accredited representative of the foreign producer of medicines in Latvia. Items addressed to such businesses must be accompanied by a quality certificate by the producer of the medicine and documents containing the following information:

Customs Duty | Private individuals are exempt from payment of customs duty on goods or other articles contained in international postal items of which the importation into Latvia is not prohibited or restricted, if their customs value does not exceed 50 lats (LVL). Moreover, postal items must not contain more than three articles or objects of the same type. This restriction of quantity does not apply if their total customs value does not exceed 15 LVL. For the goods listed below, maximum duty-free quantities are as follows:

Address | All postal items must bear complete name and address of addressees. To facilitate customs clearance and delivery, it is desirable to include the addressee's fixed-line or mobile telephone number, if available, on the address labels and customs declaration forms of trackable items (small packets, registered items, EMS items and parcels). Addressees can be alerted, in particular via SMS or other means of notification that their items are due to be delivered or are ready for collection. |

Customs Duty | Inherited goods originating from abroad are allowed into the country, free of customs duty, if certificates are received from foreign consulates as regards the right of inheritance and the composition of the legacy. Documents issued by foreign authorities or public bodies should be stamp by a consul of Lithuania. Articles or parts of articles sent to Lithuania for repairs or replacement are admitted free of customs duty, if a written declaration from the sender is inserted in the parcel. Parcels with a value not exceeding 400 LTR are exempt from customs import duty. A 10% tax is levied on parcels with a value greater than 400 LTR but less than 3000 LTR. Other charges (for example, VAT, excise duties) are calculated on the basis of the rates in effect. Customs import duty and other charges calculated on the basis of the parcel's entire value are collected on parcels with a value greater than 3000 LTR. In addition to the relevant copies of customs declaration forms required as at above, corresponding invoices are to be attached to these parcels. |
Import Permits and Invoices | Postal articles sent to state institutions and cooperatives, containing items of commercial value are admitted subject to an import permit issued by the Ministry for Foreign Trade of Lithuania. Invoices must accompany postal articles with a commercial value, which are delivered on presentation of the appropriate import permits and payment of customs duty. |
