Categories of products defined by the National Customs Service of Ecuador for customs control | Categories of products and associated Customs control Category A – Documents – Items in this category are duty free and do not require any pre-import control documents. – Category A products comprise: letters, newspapers, photographs, titles, magazines, books, cards, cheque-books, items for the blind, and information contained in audio, video, magnetic, electromagnetic and electronic media. These articles may be of a legal, commercial or financial nature, but must not be subject to licencing or be prohibited from importation, nor should they have a commercial purpose. Category B – 4x4 Packages weighing less than or equal to four kilogrammes and with a free-on-board (FOB) value less than or equal to 400 USD (or its equivalent in another currency) fall into this category, provided that they are merchandise with no commercial purpose. To benefit from this category, the value and weight of the package must be verified in the accompanying documents (identity card and commercial invoice), prior to the simplified customs declaration. Category C – 100 kilogrammes/5,000 USD – This category applies to all packages weighing up to 100 kilogrammes and valued up to 5,000 USD that do not fall into any other category. The value and weight of the package must be presented simultaneously, with the exception of samples with no commercial value. Textiles and footwear are not included in this category. – Mobile phones: Natural persons with an Ecuadorian national identity document may import up to one new unit (mobile phone) per fiscal year. – In the case of spare parts for industry or for transport that are urgently required, a weight up to 200 kilogrammes will be admitted under this category, provided that the value does not exceed 5,000 USD (or its equivalent in another currency). – The limits on the value and weight of the goods indicated in the preceding paragraph do not apply for packages containing less than 10 units, with a unit, including sets (sets or kits), defined for these purposes in accordance with tariff classification rules. – The taxes for this category include the following: ADVALOREM – percentage dependent on the product; VAT – 12%; and FODINFA – 0.5%. – A prior contract document must be presented only for the products that require it. Category D – Clothing, manufactured textiles and footwear All packages containing clothing, other manufactured textiles and footwear that do not fall under category B must be declared in this category. The weight of such packages must not exceed 20 kilogrammes and the value must not exceed 2,000 USD (or its equivalent in another currency). Category E – Medicines – This category covers non-commercial packages containing medicines, orthopaedic equipment, equipment and devices for people with disabilities, which are exempt from taxes on proof of need through the presentation of a medical prescription. – Category E has no weight or value limits and, similarly, prior control documents are not required. As indicated in article 125 of the Organic Code of Production, Trade and Investment (COPCI), the following products are exempt from taxes in cross-border trade: Medical devices, special equipment and prostheses used by people with disabilities for their own needs or by legal persons responsible for their care. Category F – Books and computer equipment – This category covers books or similar packages containing books. – The import of commercial forms, catalogues and similar is prohibited. Prohibited or Restricted Products at Import – Imported goods subject to restrictions that, owing to the nature of their content, require licence documents authorized by government bodies must be processed and approved prior to their shipment, as stipulated in national customs legislation (article 72, Book V of the COPCI). – Restricted goods may include: weapons, ammunition and explosives; seeds, foods, alcohol, proteins and vitamins; cosmetics, perfumes and medicine; cannabis seeds (restricted import subject to supporting documentation) and psychotropic substances; used textiles, clothing and shoes; non-commercial samples (restricted import subject to supporting documentation); human tissue, cells, fluids and organs; dissected animals; cash; used mobile phones and used digital/smart watches; encoders; used vehicle parts; and printed advertisements. Important considerations – The import of used clothing and footwear under category D is not permitted. If such items are imported under category B (4x4) and exceed the weight and value limits, they will not be delivered and will be donated to the Secretary of State for Social Policy. – Alcoholic beverages are prohibited. – All shipments containing samples of no commercial value must be clearly identified as such on their air waybill or courier guide, as well as in their invoice and product description. The value of these shipments should not exceed 400 USD. The shipments should not contain more than three units per item, and they should not be of a commercial nature. – Food products and vitamin supplements that exceed the weight and value of category B will require presentation to the Sanitary Registry of the Ministry of Public Health of Ecuador. – The import of printed advertisements, decoders, cash, weapons, animals, used spare parts, alcohol or explosives is generally prohibited in international postal items or via courier. – If the merchandise exceeds the weight and value limits established for the Accelerated Messaging and Postal Courier Regime, operators must pay all taxes and comply with all customs formalities corresponding to a standard import. |

Customs Duty | Inherited goods originating from abroad are allowed into the country, free of customs duty, if certificates are received from foreign consulates as regards the right inheritance and the composition of the legacy. Documents issued by foreign authorities or public bodies should be stamped by a consul of Estonia. Imported goods up to the value of 1000 EEK (Estonian kroons) are not charged. If the total value of goods exceeds 1000 EEK, 18% of import charge is taken from the part exceeding this amount. Articles or parts of articles sent to Estonia for repairs or replacement are admitted free of customs duty, if a written declaration from the sender is inserted in the parcel. |
Import Permits and Invoices | Postal articles sent to state institutions and cooperatives, containing items of commercial value are admitted subject to an import permit issue by the Ministry for Foreign Trade of Estonia. Invoices | The addressee must produce a certified invoice in respect of any commercial parcel. The invoice should be forwarded by the sender separately from the parcel. |
Import Licences | Import licences are required for many classes of goods and senders are advised to confirm before posting parcel that the necessary licence has been obtained by the addressee. Licences are not required in respect of bona fide gift parcels not exceeding $36 in value, nor 5 kg in weight. |
Wharfage Dues | Wharfage dues may be levied on the parcels at the time of delivery. |
Delivery | Parcels should include a P.O. Box number in the address. Such parcels are not delivered, but addressees are notified of their arrival and are required to arrange for their collection. |

Import Licences | Import licences are necessary for all parcels sent for commercial purposes and applications for licences must be made by the addressee to the Trade Commissioner, Ethiopia. Parcels sent under import licence must be endorsed "Commercial" and parcels sent for commercial purposes must be endorsed "Private", not commercial purpose". |
Invoices | Every parcel for Ethiopia addressed to a commercial firm and containing goods for sale must be accompanied by an invoice dated and signed by the sender. A certified invoice is required for all parcels for Ethiopia. One invoice is sufficient for a consignment of parcels posted at the same time by one sender to the same addressee, provided that the parcels are clearly marked to show in which parcel the invoice is enclosed. |
Packing | Parcels for Ethiopia must be strongly packed and, if their contents are liable to be affected by dampness, enclosed in two waterproof covers. |
Delivery Charges | Addressees are notified of arrival of parcels and are required to arrange for their collections. Parcels for Ethiopia may be cleared only from Addis Ababa or Dire Dawa; delivery charges are collected. |
